Executive Council and Commission chairs meeting on October 27 and 28 from 14.00 to 17.00 CET (Geneva time) --> the time in São Paulo will be: 10:00 to 13:00. On October 29, EC&CC meeting from 13.00 to 16.05 CET (Geneva time) --> the time in São Paulo will be: 9:00 to 12:05. We start an hour earlier on the 29th so that there is enough time to visit the Physics Institute at USP in the afternoon. 

The IUPAP General Assembly will be held on October 30 between 12:30 and 17:00 CET (this is between 8:30AM and 1:00PM in São Paulo). 

All the times in the agenda correspond, by default, to the Europe/Zurich time zone (CET). Please be aware that Europe changes time zone (from CEST to CET) on October 25th, just before the week of this meeting. You can always adjust the times to your time zone by choosing it on the downloadable menu in the top-right corner.

Presentations will be made of IUPAP, IUPAP members from the region and of various regional initiatives and organizations. These presentations will be followed by discussions on potential collaborative activities in the region as well as of funding options. A more detailed agenda will be announced soon.

Some physical societies in the region cannot pay the minimum membership fee for their territories to be a member of IUPAP. Discussion of the viability of the following options:

• Associated Territorial Members (this is a temporary status and a progression to full membership should be envisaged; a strategy for the development of the community should be defined)
• Full territorial member involving the physical societies of several neighboring countries
• Solidarity scheme involving other stakeholders of the region who could be candidates to eventually become IUPAP Corporate Associate Members (CAMs)
• Creation of an affiliated commission representing the region

We include below the to do list that came from this EC&CC meeting:

• Advance with designated Commission Chairs.
• Advance with reorganization of Standing Committees.
• Advance with new SC on Major Neutron Facilities.
• Advance with transformation of WG15 into Commission C7 on Soft Matter.
• Advance agreement with Frontiers in Physics to publish contributions by awardees of ECSPs.
• Collect information from all Commissions to advance with new MOU with CERN.
• Advance with appointment of chairs of new WGs.
• Advance agreement with Frontiers in Physics to publish contributions by awardees of ECSPs.
• Discuss possible actions to increase the impact of IUPAP on physics education. Contact physical societies to learn what they are doing in this regard.
• Advance organization of EC&CC meeting in 2026 in hybrid format with the in-person part in Sao Paulo.
• Improve and increase engagement with CODATA. Alex Hansen (chair of WG20 and IUPAP representative on CODATA) and Cyrus Walther (member of the board of CODATA proposed by IUPAP, former IAPS president and now member of the SC on Physics outside Academia) have helped in this regard. In particular, their collaboration has been key for IUPAP to receive the invitation to nominate someone to take part on CODATA's Task Group on the Digital Representation of Units of Measurement (DRUM). After consulting with C2 we nominated Richard Brown (current C2's Vice Chair). The nomination was immediately accepted.
• Major updates on website to accommodate all structural changes.
• Allow one Commission to change its own page on the IUPAP website (pilot with C14).

Matters arising:

• Renewal of agreement with FIT to handle the administration of IUPAP through the end of 2030.
• New MOUs with several organizations (ready to be signed or already signed: COSPAR, CERN, CLAF; waiting approval from counterpart: AC5, AC6; still in draft: UNESCO; to be drafted: IAEA).
• Possible new Commissions (Quantum Technologies, Fluid Physics), to be discussed on Wednesday.
• Statement on Space Research, was not included in the Beijing Declaration (because it is more general). We are planning to write a paper expressing these ideas and others about open collaboration in space research and the pacific use of space.
• Statement to be released during the in person GA in 2027. Inspirational example: IUPAC Stockholm Declaration on Chemistry for the Future. See also ISC page about it.

• IUPAP presence at IAEA 2nd International Conference on Accelerators for Research and Innovation and the possibility of signing an MOU with IAEA. IUPAP's presence at the IAEA Conference in June 2026 was already covered by Christine on Tuesday. The possibility of signing an MOU with IAEA and its aims were already described on Tuesday by Boris.
• IUPAP Presence at the 2026 COSPAR Scientific Assembly. New MOU with COSPAR. Discussions with representatives of IAU, COSPAR and other organizations to advance with the creation of a SC on Multi-messenger Astrophysics and drafting a joint paper on international collaboration in space research. • Participation in the Beijing Science Dialogue and ISC mid-term meeting, October 2026 where, among other things, we co-organized with IAU, COSPAR and Chinese colleagues and organizations a one-day symposium on Space Science. (Silvina)
• MOUs with various organizations (CERN, CLAF, COSPAR , FIT, AC5, AC6); possible future MOUs with UNESCO and IAEA (Michel about MOU with CERN, Silvina about the rest)

We will go to the USP campus and have lunch there. Marcelo, chair of C11, is taking care of the organization. Transportation and lunch can take about two hours.

18:15 → 21:15 Visit and Activities, IFUSP

We are trying to coordinate a visit to the Institute of Physics of USP located in Sao Paulo City. The idea is to visit some of its labs, meet its researchers and give a talk about IUPAP.

18:15 Visit to IFUSP

We have been invited to visit the Physics Department of the University of Sao Paulo located in the Butantã neighborhood of São Paulo city. We will arrange how to go once in SP. The schedule is not fully fixed yet. There is going to be a slot at 16:00 to make a presentation about IUPAP to the community of the Physics Department. All attendants of the EC&CC meeting are encouraged to take part in this visit.
