As one of the world’s leading heavy-ion scientific facilities, the Heavy Ion Research Facility in Lanzhou (HIRFL) and the High-Intensity heavy-ion Accelerator Facility (HIAF) are constructed to study nuclear physics, atomic physics, nuclear chart, and heavy-ion relative applications. The plastic scintillator detectors (PSD) are highly desirable and with a large amount in the experiments at HIRFL and HIAF. The PSDs are coupled with a Photomultiplier Tube (PMT) or Silicon Photomultiplier (SiPM) to covert the photons to the electric signal. Therefore, we have developed a 16-channel Full Waveform Digitizer (FWD) as a standard readout unit for the PSDs at HIRFL and HIAF. The FWD is based on two DRS4 chips designed in the principle of a Switched-capacitor array and can sample the analog signal at GHz with low power consumption. In addition, this FWD is designed with a general-purpose method to reduce development time, production cost, and maintenance difficulties. Lab tests show this FWD has a relatively low nonlinearity of about 0.11 %. The cascade of two channels successfully realizes a sampling depth of 2048 points. The joint test with PDS and PMT shows it has an excellent perform in measuring cosmic rays. This paper will present the design and performance of this FWD.
