The paper explores the paradigm shift in tourism planning, moving from a model of “accumulation through dispossession” toward an integrated tool for territorial development. It investigates how the geographical framework and the mobilization of territorial intelligence can transform tourism from a commodified economic sector into a driver for the regeneration of social capital and heritage preservation. The research adopts a multidisciplinary approach, blending economic geography, regional development theories and the four-dimensional model of territorial intelligence (value, inspiration, analysis, and collaboration). The study proposes a structured nine-phase methodology for the definition of a Tourism Strategic Plan (TSP), which serves as an operational framework for participatory territorial governance. The theoretical framework is rooted in the transition of the “destination” from a passive space of consumption to a “lived common good”. The study concludes that effective tourism planning is a continuous flow process rather than a static study to achieve a balanced development that aligns with the 2030 Agenda.
