14:05 → 14:20 Resolution to approve decisions made by EC since the last GA (+ information on other decisions that do not require GA approval)

Resolution 1. Ratification of Decisions made by Council since the 34th IUPAP General Assembly

The 35th IUPAP General Assembly notes the decisions made by Council after the previous GA and approves them all. This implies approving:
• Commission C17 – Leadership changes (Electronic vote, December 2025)
• Accepted the resignation of Cather Simpson (New Zealand) as Chair of C17 starting on January 1 2026.
• Appointed Kathy Lüdge (Germany), then Vice Chair of C17, as new Chair of C17 starting on January 1 2026.
• Appointed Parinda Vasa (India), then Secretary of C17, as Vice-Chair starting on January 1 2026.
• Commission C2 – New Associated Member (Electronic vote, December 2025)
• Appointed Dr. Katy Klauenberg (Germany) as Associated Member of C2.

The appointment strengthened C2’s expertise in metrology, statistics, and measurement uncertainty, and supported IUPAP’s representation within the BIPM GUM Working Group.

• Working Group 21 – Physics for Climate Change Action and Sustainable Development (Vote by email circulated on 29 January 2026)
• Approved the appointment of Awnesh Singh as a member of WG21.
• Commission C7 on Soft Matter – Election of officers (Electronic vote, March 2026)

Approved the inaugural officers of the newly established Commission C7

• Michael Rubinstein (USA), former Chair of WG15, as Chair
• Peter Harrowell (Australia) as Vice-Chair
• Emanuela Zaccarelli (Italy) as Secretary
• Standing Committee on Major Neutron Research Facilities (Electronic vote, March 2026)
• Appointed Fulvia Pilat (USA), Director of the Accelerator Institute at Oak Ridge National Laboratory, as Chair of the newly established Standing Committee on Major Neutron Research Facilities.
• Commission C7 on Soft Matter – Election of members (Electronic vote, May 2026)

C7 started with the composition of WG15 on Soft Matter. This required changes to abide by IUPAP’s Internal Regulations on the composition of Commissions. To this, the EC approved the following membership changes for C7:

• Outgoing members: Andrea Liu (USA), David Weitz (USA), Hajime Tanaka (Japan), and Zhong-can Ou-Yang (China Beijing).
• Incoming members: Marjolein Dijkstra (Netherlands), Yuriy Lvovich Raikher (Russian Federation), Ryoichi Yamamoto (Japan), and Fangfu Ye (China Beijing)
• Election of New Associate Member for C11 (Electronic vote, July 2026)
• Approved the appointment of Rachid Mazini (South Africa) as Associated Member of C11.

The decision was made after the former associated member, Deepak Kar from South Africa, sadly passed away in 2025.

It also takes note of other decisions made by Council that do not require the specific approval of the GA. They are:
• IUPAP signed the Rome Declaration "Humanity at the Threshold: A Declaration on Artificial Intelligence and Nuclear Weapons"
• Various MOUs.

The rest of the resolutions will be discussed later.

14:35 → 14:45 Report on the advancement of IUPAP's rejuvenation

Presentation

Restructuring:
• Standing Committees. See ToR below. New SC on Major Neutron Research Facilities chaired by Fulvia Pilat.
• New Commission on Soft Matter
• New WGs: WG22. Proposed mandates for possible new SCs: Fusion (creation ready to be approved), Sustainability (needs further discussion).
• New Commission on QT. We got positive responses from IUPAP members about the creation of this Commission (we ran a survey, not many responded). We expect to advance with its creation soon and open for submission of proposals for Commission members by IUPAP members simultaneously with the call for the other Commissions. We also plan to discuss the possible creation of a Commission on Fluid Physics.
Communications:
• Website: Even if we are not revamping it, we had to introduce a zillion updates to accommodate the new structure of IUPAP. To update it with more input from Commissions, we decided to share the editing of the commission pages. We began with C14 (Physics Education). It worked very well and will expand to other Commissions.
• Newsletter: we appointed an editor for the Newsletter: Manjit Kaur.
Other activities:
• We have started a discussion on how to reorganization the activities of IUPAP on Physics for (sustainable) Development
• Relationship with regional organizations (FEIASOFI, CLAF, EPS). We have advanced with CLAF and initiated discussions with FEIASOFI and EPS.
• Education: We ran a survey for national physical societies to fill out. We are planning to organize a dedicated session on physics education at the IUPAP-ICP and GA in Johannesburg in October, 2027.
• Liaison with Presidents of Physical Societies.
• Initiatives for Early Career Physicists.

16:15 → 16:25 Presentation of candidates to be voted as designated Commission Chairs.

Noting the resolution of the 33rd IUPAP General Assembly held in-person in Haikou City, China, in 2024, subsequently revised by the 34th IUPAP GA (see Resolution 7 here) which state that:

• Candidates to be elected as Commission Chairs are identified at latest 18 months before they are expected to take office. The candidates are proposed for election at the first possible General Assembly and successful candidates will then be elected as candidates designate;
• All candidates designate will be invited to the following in-person EC&CC meeting and the General Assembly to ensure the continuity of the activities. The formal handover of responsibilities will normally take place on 1st January following the in-person General Assembly;

the EC has advanced the identification of the Designated Commission Chairs. The selection was done in agreement with the current Commission Chairs and with the selected candidates taking into consideration a balance in terms of IUPAP members and gender. The list of designated candidates is available here. Their bio-sketches are included below. All of them are current members of the Commissions in one or another capacity. We hope that the GA will accompany this decision by voting in favor.
