Track: Digital Pedagogy and Teaching Innovation
As the largest higher education ecosystem in sub-Saharan Africa, Nigeria serves as a critical bellwether for continental digital transformation. This paper evaluates the systemic challenges and structural innovations involved in bridging the digital divide across Nigerian Higher Education Institutions. Historically constrained by erratic power supply, prohibitive bandwidth costs, and traditional rote-learning pedagogies, the Nigerian tertiary education system is undergoing an unprecedented state-led digital transition. Drawing on current data from the Tertiary Education Trust Fund (TETFund) and the National Universities Commission’s (NUC) ‘e-NUC’ 2026 mandate, this study analyzes the nationwide onboarding of over 270 tertiary institutions onto the centralized Blackboard LMS, currently serving over 2.2 million active institutional users. We evaluate the operational scalability of the upgraded Nigerian Research and Education Network (NgREN) alongside the Tertiary Education, Research, Applications and Services (TERAS) platform designed to lower internet tariff barriers. Simultaneously, the study addresses pedagogical friction, examining how NUC's updated ‘Guidelines for e-Learning’ are shifting academic culture from passive content hosting to interactive, blended environments. Crucially, the paper investigates localized STEM breakthroughs via the newly established Nigerian Universities Electronic/Artificial Intelligence African Centre of Excellence (NUCAICE), which leverages virtual laboratory simulations to bypass physical equipment deficits. The findings culminate in an institutional blueprint for sustainable funding, public-private partnerships with domestic telecommunications providers, and continuous faculty upskilling. Ultimately, this paper argues that Nigeria’s dual approach—marrying macro-level national digital platforms with micro-level localized pedagogies—offers a definitive, scalable model for reimagining future-ready, equitable higher education ecosystems across Africa.
