The following work presents the application of a Systematic Literature Review (SLR) using the "Systematic Review Process to Software Engineering" methodology, whose objective is to determine from a literature review the existence of wireless communication technologies and protocols that allow interconnecting cellular phones without internet access in a natural disaster scenario in the coastal city of Iquique. The application of the RSL has allowed the definition of two questions. The first seeks to establish the most likely type of natural disaster scenario for the city of Iquique. Using extracted information, the most probable natural disaster scenario was determined, indicating the conditions, occurrence, and impact on the city. The second question depends on the answer to the first question and seeks to establish the most ad-hoc type of technology for the natural disaster scenario obtained in first question. A characterization of articles was carried out based on their indexing and review of several phases. The obtained results shows the most adequate technology to communicate mobile devices in the most common scenario of natural disaster in the city of Iquique.
