Description

In human history, many natural and man-made disasters have occurred and will continue to occur. In a post-disaster scenario, many processes and actors must be organized to provide the needed supplies to the affected people. This is similar to a supply chain, but in a disaster context is called Humanitarian Logistics. Many papers present centralized approaches to organize different aspects of humanitarian logistics. However, a centralized approach is not always appropriate due to the dynamics and uncertainty present in a post-disaster scenario. This paper describes a distributed approach based on Multiagent Systems (MAS) to organize the elements of humanitarian logistics in a post-disaster scenario (MAS-HL). In the MAS-HL, intelligent agents represent elements of the real world such as affected zones, distribution centers, donors, and trucks. To organize the operations of the represented elements, the agents negotiate with each other by applying a Contract-Net Protocol (CNP). Due to dynamics and uncertainty in a post-disaster scenario, agents must reorganize the operations of the elements that they represent when major changes occur. To evaluate the MAS-HL, a case study focused on bottled water delivery in a post-disaster scenarios were simulated. Computational results confirmed that the MAS-HL quickly generate plans to organize the elements of a humanitarian logistics and reorganize them when the environment changes.
