I will present a factorization theorem that allows for resummation of small-x (BFKL) logarithms by exploiting Glauber operators in the soft collinear effective theory. This analysis is carried out for the hadronic tensor in deep inelastic scattering. I will review the classic small-x resummation by Catani and Hautmann 1994 and demonstrate how the EFT-based approach overcomes various problems in their treatment. The factorization theorem leads to a definition of a new gauge invariant soft function, which provides a new framework for extending the coefficient functions to higher logarithmic orders. The factorization also defines impact factors by universal collinear functions that are process independent, for instance being identical in small-x DIS and Drell-Yan.
