1. Approval of earlier Minutes
The minutes of [Meeting #14] and [Meeting #15] have been approved.

Action Items from Meeting #14:
1. Communication (Website, etc.) – Completed. Members are encouraged to send any additional recommendations to Christine Darve (CD).
- Report on Recent Developments in Accelerators for Therapy and Radiobiological Studies – Michael Moyers and Bob Bingham will share updates with the WG14 team before Meeting #17.
- Agreement for "Development of Creative Commons licensed presentation materials” – Completed. See details in the November 22 Executive Meeting.
Action Items from Meeting #15:
1. WG14 members presented updates during the current agenda.
- The Creative Commons licensed presentation materials (Creative Content project) has been launched, with a preparatory meeting held on October 17 between Christine Darve, Suzie Sheehy, and Adam Steinberg (Melbourne University). Progress will be discussed in the WG14 Executive Meeting #17 on November 22. Members are encouraged to share materials relevant to their projects for inclusion on the WG14 webpage and the Creative Content repository.
2. Introduction of members & WG14 member updates
Since WG14 Meeting #14 morning session was not recorded, attendees reintroduced themselves.
Member List Updates:
· Gianluigi Arduini: Due to family reasons, Gianluigi will be replaced by Franck Tecker.
- Franck Tecker: German physicist at CERN since 1992, FNAL (1998–1999), worked on CLIC and the Proton Synchrotron (PS) until 2022, and now serves as the Director of the CERN Accelerator School (CAS).
- Ceri Brenner: Director of Research for Accelerator Science, Australian Nuclear Science and Technology Organization (ANSTO), Australia.
- Robert Bingham: Rutherford Appleton Laboratory (RAL), UK (see MoM#15).
- Maher Attal: Technical Director of SESAME, Jordan, for the past five years (see MoM#15).
- Swapan Chattopadhyay: FNAL/SLAC/Berkeley, USA (see MoM#15) – Excused.
- Simon Connell: Professor at the University of Johannesburg and Chair of the African Light Source (see MoM#15).

As we prepare for activities starting in 2025, the membership list will need to be finalized. Therefore, we will be sending out letters of invitation for all members to confirm their participation in WG14 (AI#1, AI#2).

3. IUPAP General Assembly and collaboration with other IUPAP units
The [33rd IUPAP General Assembly] (GA) took place in Haikou, China, from October 10-14, 2024. This was the first in-person GA since 2019. The Executive Committee and Commission Committees held meetings on Friday, October 10, prior to the main GA. Christine attended these meetings online on behalf of WG14.
The IUPAP-WG14 report was presented earlier [IUPAP-WG14 v2 Report]. However, the version submitted did not include the financial contribution details for the Creative Content Project due to a delay caused by technical issues at the time of submission. A refined breakdown of the WG14 expected budget will be presented by the end of 2024.
Key Highlights
· IUPAP 2023-2024 Activities:
[IUPAP activities] under the leadership of Michel Spiro were reported. Notably, Silvina Dawson Ponce Biological Physicist (Argentina, National Scientific and Technical Research Council, Buenos Aires) was officially endorsed as the new IUPAP Chair.
· Membership Update:
- IUPAP now comprises appx. 60 member countries.
- Fair representation and equal rights among members remain a priority, promoting scientists' rights and providing humanitarian support.
- Membership changes:
- South Africa: Increased from 3 to 5 units/points.
- Turkey: No longer contributing financially.
- Jordan: Reduced from 2 to 1 unit.
- Each unit represents a contribution of 2300 CHF by the respective country.
· Financial Support for WGs and Commissions:
WGs and Commissions receive equal funding for operational activities. Key IUPAP functions include supporting conferences and granting awards to strengthen the global physics community.
Evolving Mission of IUPAP
· Engaging Applied Physics Stakeholders:
The IUPAP is increasingly recognizing the role of applied physics and aims to include more corporate contributions in its unit system. WG16: Physics and Industry is actively supporting this initiative.
· Proposed Restructuring:
An independent committee has proposed a restructuring to streamline IUPAP’s complex structure, which currently includes 19 Commissions, 6 Affiliated Commissions, and 13 Working Groups.
- The recommendations were reviewed prior to the GA, but significant opposition arose due to missing reports [External Report].
- A new task force be assigned in early 2025 to review these recommendations.
· Creation of New WGs:
Resolutions for new WGs, including the Proposal to establish a Working Group in the Field of Major Neutron Research Facilities, were postponed to Spring 2025.
Coordination and Resources

· A transversal function is expected for the updated IUPAP to integrate activities across its units.
· WG14 members are requested to confirm their areas of specialization and provide their best estimates regarding potential interfaces with other IUPAP units (Commissions, Affiliated Commissions, and Working Groups). Proposed WG on Neutron Research Facilities
· A preliminary meeting was held on October 8, 2024, between C11 leadership (Florencia Canali, Chair 2021-2024, and Marcelo Gameiro Munhoz, Chair 2024-2027), Jens Dilling (SNS Head), and Christine Darve (ESS).
- Follow-up meetings are planned, including one on November 14, 2024, led by Sekazi Mtingwa (US Representative) and Silvina Dawson Ponce. Interface to be clarified (WG14, C12: Commission on Nuclear Physics, etc)
· Mission: The proposed WG would focus on coordinating policies for neutron sources, both accelerator-based and reactor-based, and promoting best practices among facilities.
· Relationship with WG14: While WG14 focuses on outreach and the broader impact of particle accelerators, this new group would complement WG14's mission by addressing specialized goals in neutron research.

4. Proposed WG14 Terms of Reference (ToR) (before edition)
Strengthening WG14 Activities and Updating the Terms of Reference
To enhance WG14’s impact and activities, IUPAP C11 has recommended the presentation of updated Terms of Reference (ToR) by the end of the year. A draft proposal was initially prepared and subsequently revised in collaboration with the full committee [ToR_Updated] (AI#5). This collaborative effort led to a comprehensive update of WG14’s Mission and Scope.
The updated information is now reflected on the WG14 web page.
Budget and Planning
The IUPAP-WG14 budget will be discussed during the Executive Meeting #17 on November 22 and finalized by the end of 2024. A preliminary Work Breakdown Structure (WBS) was mentioned.
Key allocations include:
· Creative Commons licensed presentation materials – 10 kCHF
- Funding the preparation of two short films showcasing the societal impact of particle accelerators, focusing on medical applications and climate change solutions – 5 kCHF
Updated Mandate and Scope
WG14 members proposed revisions to better articulate the group’s objectives. The revised Mandate and Scope are as follows:
Mandate: IUPAP WG14 promotes knowledge exchange in Particle Accelerators for Science and Society, engaging both the scientific community and the public.
This mandate emphasizes promoting applications of particle accelerators across a range of scientific fields and societal needs, including:
· Industrial, medical, energy, and environmental applications of accelerator technologies
· Scientific advancements enabled by accelerators (e.g. light sources, neutron sources, and high-energy physics (HEP), heavy ion)
· Development of future facilities (e.g. laser, plasma, compact accelerator neutron source) for research and societal benefits
· Research on accelerator principles, innovations, and sustainable operations
· Supporting global knowledge-sharing and professional engagement through developing teaching materials, educational platforms, workshops, and conferences
Scope: The working group consists of international experts committed to promoting these objectives on a global scale, utilizing local expertise and networks.
The group’s activities include:
· Developing resources and communication channels for sharing accelerator science and applications
· Creating engaging content to inform and inspire both scientific and public audiences
· Mapping and reviewing accelerator applications and requirements in addressing the SDG, such as life science & healthcare, scientific research & technology
· Enabling and promoting sustainable accelerator facility over its full life cycle
· Supporting workshops, conferences, and professional gatherings on accelerator technologies and applications
