New development VM.

Robert setup a new development VM. It's setup as a WN and users can login interactively to test their code before submitting to the grid. We discussed the opportunity to install extra software and to use it for submission. We agreed the following

* Installing extra packages would defeat the purpose of the machine of being the same as a WN, however we can compromise on svn/git packages to help users saving the code without having to rsync it back to the department machines. This relates also to the next point

* What should go on the development machine and the lifetime of the data. Users shouldn't put on the machine anything that cannot be deleted without notice, however they shouldn't have to rebuild the development directories every time they connect.

* The machine should not be used for submission, however it does have /cvmfs and the cvmfs ui is available and submission for testing is acceptable. Anything else see previous point about the data.

* We should put hard limits on disk space, Rustem said his code once compiled + plus some data for testing occupy few GB. A hard limit of 5GB would be ok.

* We should put a login banner detailing this is a strictly development machine and a set of limits (space, lifetime, type of data, processes life time,....)

* If further details come up they will be discussed via email.
