It is in the context of promoting cooperation in neutrino physics that the International Union of Pure and Applied Physics (IUPAP) established an international panel on neutrino physics. This panel has the mandate “to promote international cooperation in the development of an experimental program to study the properties of neutrinos and to promote international collaboration in the development of future neutrino experiments to establish the properties of neutrinos”. The specific objective defined was the creation of a community-informed <i>science-driven</i> white paper following the mandate of the panel: • To carry out a review of the present status of the global neutrino physics program and the development that can be expected on a 5 to 10-year timescale; • To give an overview of the measurements and R&D (including software development) that are required for the near-term (< 10-year) and medium- to long-term (10 to 25-year) programs to fulfill their potential; • To identify opportunities within neutrino physics, mutual benefits of global connections within neutrino physics and other fields, as well as the synergies of an international program.

2.1) Elections of Commissions (Members) 2.2) Vote on new commissions, affiliated commissions, working groups 2.3) Elections of Executive Council 2.4) Vote on Resolutions 2.5) Approval of the constitution of an IUPAP Swiss association under the new Articles and Internal Rules of association 2.6) Approval of the concept that upon creation of the IUPAP Swiss association, all IUPAP members become members of the IUPAP association 2.7) Approval of the elected Executive Council and bodies for IUPAP association, such that the bodies of IUPAP association and old IUPAP shall be the same for the transition period until final liquidation of old IUPAP. 2.8) Approval of the concept that dues will be collected by only one of these two entities (depending on the outcome of the vote). 2.9) Resolution that the old International Union of Pure and Applied Physics be dissolved on a date to be determined by its Executive Council 2.10) Resolution that the liquidation (i.e. the handing over of assets and archives, the payments of debts and the organisation of the transfer of certain contracts or MoUs and past resolutions as the case may be) shall be handled by the Executive Council (this shall include steps regarding the dissolution and liquidation of International Union of Pure and Applied Physics Singapore Ltd.).
