Dear all, I won't be able to make it to the meeting. Let me summarise what currently my thoughts are about this proposal, such that is has a chance to be accepted and does not conflict with NOVA. I think the proposal should - focus on things we will/can not do without the extra money, rather  than pay for things we want to do anyway. - for me this means hiring people really on the boundaries between  the different communities or projects. One thing I think we should  consider very seriously is to connect (more) with the theory  community in NL. In other countries there are all-round theorists  that contribute to different fields of astronomy and physics which we  don't seem to have (sorry if I offend anybody) - this also implies real joint projects and hiring of junior people - as I have said before, I see CR, neutrinos and TeV gammas as serving  one field, so would like to see a coherent plan there - For instrumentation I think we again need to list what we will do  anyway and then see if there are things missing. If they are, we  should seriously wonder why and come with a convincing story that we  can actually set up new things. Best wishes Gijs
